U.S. Extends Sanctions Waiver Allowing Iraq to Pay for Iranian Electricity
In a move that has garnered both support and criticism, the United States has extended a sanctions waiver that allows Iraq to pay for Iranian electricity through an escrow account. The waiver, which was set to expire, has been renewed despite concerns that it essentially funds Iran’s disruptive activities in the Middle East.
Critics argue that this waiver enables Iran to continue its support for proxies that have been responsible for attacking U.S. forces in the region. They question the logic of allowing Iraq to deposit an estimated minimum of $10 billion in the escrow account without fear of reprisal for potentially breaking U.S. sanctions.
Under the terms of the waiver, the payments for Iranian electricity must go through Oman, where a portion of the funds is converted to non-sanctioned currencies. This enables Iran to purchase humanitarian aid and other non-sanctioned products. The State Department insists that strict oversight measures are in place to prevent misuse of the funds and that the money can only be spent with U.S. approval.
Critics, however, argue that the Biden administration should freeze access to all accounts for Iran, given the increasing number of attacks carried out by Iranian proxies against U.S. military personnel and assets. The Pentagon recently reported 56 attacks on troops in Iraq and Syria since October 17, resulting in 59 U.S. personnel injuries.
Despite these concerns, the State Department defends the waiver by stating that it aligns with the policy of not denying access to food and medicine for any country, including Iran. It also highlights the fact that more than 400 sanctions have been imposed on Iran since the beginning of the Biden administration, indicating a robust approach to dealing with Iran’s disruptive activities.
The U.S. decision to extend the sanctions waiver has significant implications for the region, as it continues to navigate complex political and security challenges. It remains to be seen whether this will lead to a reevaluation of U.S. policy towards Iran or if further action will be taken in response to the attacks on U.S. personnel. As the situation unfolds, it is clear that the United States is faced with difficult choices regarding its relationship with Iraq and Iran.
